ELIGIBILITY

Webster Square Day Care Center, Inc. has several types of childcare available.


A)   EEC Income Eligible Slots for parents who are working, in training/education, or who have a documented disability
​B)   EEC Priority Population for parents who are referred by the Department of Social Services (transportation is provided for children with this subsidy only)
C)   United Way of Central Massachusetts Subsidized Slots for income eligible child care in the center.
D)   Voucher slots from Child Care Resources
E)   Private pay, non-subsidized child care

To be eligible for child care services at Webster Square Day Care Center Inc., the parent(s) must be working, in school or training or have a disability (all eligibility needs must be accompanied by documentation) to enroll in a basic slot. Voucher eligibility is the responsibility of the Voucher Management Agency. Supportive slots may only be filled by closed referral from DSS. For the center-based program children must be between the ages of 2 years 9 months to 6 years and must be completely toilet trained to be eligible for care. In the family day care program children may enter care at the age of four weeks, accompanied by a doctor’s note. At the time of intake, the family must be at or below 50% of the state median income to be eligible for basic income eligible slots. Once the child is in care, the family remains eligible for public subsidy until income exceeds 85% of the state median income unless the child has a documented special need.

To determine initial (I) and continuing (C) eligibility parents are required to provide Webster Square Day Care Center, Inc. with the following:
     1)   Birth certificate for all children in the family
     2)  Driver's License or picture ID
     3)   Social Security card for parent(s)
     4)   Documentation of service need (one month of consecutive current pay stubs showing that parent is working at least 30 hours
            per week; or if the parent is in school, documentation of school enrollment and supplemental employment; or if the parent/
            child has a disability, a completed Incapacity of Parent/Child Form must be completed)
     5)   Proof of residence. such as a utility bill (gas/electric/phone) or other EEC allowed documentation (within 45 days of
            determination/reassessment)
     6)   Documentation of other monthly/household income (SSI, TAFDC, child support, etc.)


​Eligibility will be reassessed a maximum of 1 year in accordance with EEC Policy.

Fees are calculated according to guidelines established by the Department of Early Education and Care (EEC). Fees are subject to change at the discretion of EEC. Fees are based on gross monthly income and family size. To calculate your gross monthly income, multiply gross weekly income by 4.33 or multiply bi-monthly gross income by 2.17. Teen parents, legal guardians, and foster parents are exempt from fees.
Supportive service families are usually exempt from fees as well, though some restrictions may apply. A copy of the current Sliding Fee Scale, which is used to calculate fees, can be found at the back of the handbook.

Upon enrollment parents are required to pay an initial fee. This fee consists of the amount of the cost of one week's fee. Fee collection day is on Friday and all fees are due one week in advance. If fees are not paid in timely manner, services may be terminated. In order for parents to receive a refund of their initial fee, two weeks advance notice of termination is required. If less than two weeks' notice is give, the agency regrets that a refund of the initial feel will not be given. (See EEC Sliding Fee Scale and Child Care Fee Agreement)
